Want to step into the shoes of a UN delegate? In Padua, you can, with Model UPR 2025.

The Department of Political Science, Law and International Studies (SPGI) and the University Centre for Human Rights ‘Antonio Papisca’ present the new edition of the Padova Model UPR, an advanced simulation of the United Nations Universal Periodic Review (UPR) mechanism.
As every year, the project offers students a unique opportunity to gain in-depth knowledge, through practical and immersive experience, of the functioning of one of the fundamental instruments of the UN Human Rights Council, which regularly reviews the human rights situation in all Member States.
Who can participate?
Students enrolled in master’s degree programmes or in their final year of bachelor’s degree programmes in political science, law or related fields.
What does the Padova Model UPR offer?
A highly educational experience that allows participants to take on different roles – state delegates, NGO representatives, officials from national human rights institutions – and simulate the real dynamics of review, dialogue and recommendation between states.
Everything takes place entirely in English and with the active support of experts, teachers, alumni and UN officials.
A project with international recognition
The Padova Model UPR enjoys the support of the Office of the United Nations High Commissioner for Human Rights (OHCHR). Some of its officials will participate in the training activities, and the Director of the UPR Section has already confirmed his presence in Padova during the days of the simulation.
International NGOs such as UPR Info and various National Human Rights Institutions (NHRIs) are also collaborating.
